Facilities & Real Estate Services... An Overview
The University of Pennsylvania Division of Facilities Services manages the buildings, grounds, and planning for all campuses and schools in the University. We work hard to provide valuable information and services to the students, faculty, staff, and vendors of Penn.
We are responsible for the strategic planning and management of Penn's non-academic real estate holdings. There are 4 primary responsibility centers within the department: property/ asset management, development, brokerage, and portfolio management (third party leasing). The real estate team has responsibility for real estate partnerships, development, brokerage (acquisitions and divestitures), third party leasing, property management and 40th St. arts and culture asset management within FRES.
Operations and Maintenance Services
These include emergency work, routine work, preventive maintenance, repair work and housekeeping services. Our overarching goal is to provide clean, attractive, highly functional space necessary for achievement of PennŐs educational and research missions.
Engineering and Energy Management Services
We provide technical support on operations and maintenance issues, management of minor M&E projects, technical support in regards to construction projects and service contracts, and management of energy related initiatives.
Special Event Services
We participate in the scheduling and set up of properties for special events, staffing events with on-site personnel, addressing any special requests, and the cleanup and clearing of properties after events.
Capital Planning
We facilitate and participate with the Deans and School Facilities managers in developing long-range plans for capital projects in conjunction with academic plans and initiatives.
Deferred Maintenance
We oversee the processes through which the University's collective deferred maintenance needs are identified, tracked, prioritized and addressed.
Architect Selection and Design Review
In collaboration with our schools and centers, we oversee that portion of the project initiation process that concerns identification, solicitation and selection of architects.
Landscape Design Services
We provide technical support on planning, programming, development and in some cases, direct design of landscape projects.
Sustainability
We serve as the clearing house and coordinator of the University's initiatives on behalf of environmental sustainability, including those that have emerged as a result of President Gutmann having signed the "President's Climate Commitment".
Facilities Center Support Services
We provide support for various facilities-related initiatives, and maintenance of a building database, a CAD database, a capital projects database and space audit information.
We execute the University's capital plan for new construction and renovation of existing properties.. We work with the schools and centers to plan and implement the design, procurement and construction of these capital improvement projects.
We support the administrative needs of the facilities organization for Finance and Business Planning, Information Technology and Human Resources.
Finance and Planning
We provide decision support and operations support to FRES and manage the capital planning and approval process for the University. Decision support efforts include financial planning and analysis, cost analysis, trending analysis and the evaluation of accounting treatments for our real estate and development transactions. Operations support includes processing of payroll, purchasing transactions, and capital accounting for design and construction projects.
Information Technology
We support the technology needs of the organization for desktop support, network access, and facilities related applications.
Human Resources
Human Resources manages employment and human resources generalist functions for FRES.
